Vanpooling important for workforce, say some lawmakers

CHEYENNE – Transportation planners from Wyoming and Colorado asked a legislative committee Wednesday to revise insurance laws to encourage public vanpooling for workers who cross state lines.

“There’s quite a bit of interest,” said Nancy Olson, transportation planner with the Cheyenne Metropolitan Planning Organization.

Olson and Aaron Fodge of the North Front Range MPO asked the Legislature’s Joint Transportation, Highways and Military Affairs Interim Committee to sponsor a bill.

The legislation would adjust auto insurance laws to allow recognition of auto insurance liability limits for public entities on both sides of border.

“Private insurance would make it prohibitive,” Olson said.

If Wyoming and Colorado, or any other border state, can pass that kind of legislation, then the states also would have to enter into an agreement.

Fodge said, “Vanpooling is skyrocketing” on the Front Range of Colorado and around the nation.

Vanpooling allows commuters to pay a flat fee – such as $180 a month – to commute to or from Greeley, Colo., or Fort Collins, Colo., and Cheyenne.

Hundreds of workers cross the border both ways, Olson said, supplying workers for employers like Cheyenne Regional Medical Center and the Wal-Mart distribution center.

“I think it’s an important workforce issue for Cheyenne,” Rep. Mary Throne, D-Cheyenne, who is not a member, told the committee.

Throne added that the resort areas of Teton County also have significant interest. “So it’s not just Laramie County.”

Those resort areas already provide a bus to fetch workers in Idaho, who can’t afford to live in Teton County.

Olson said the resorts pay the private insurance because they need the workers.

Committee co-chairman Sen. Michael Von Flatern, R-Gillette, said, however, the committee could not sponsor the bill because it was not authorized by the Legislature’s Management Council to address the issue, and the committee has several other bills to put forward

John Hofmeister’s new book, “Why We Hate the Oil Companies,” is billed as “straight talk from an energy insider.”

That it is. Hofmeister, former president of Shell Oil and founder of Citizens for Affordable Energy, claims that just about everyone has mismanaged the energy issue.

His book lays out a new proposal to create a “coherent, pragmatic energy policy.” The pragmatic part, he says, comes from his Lancaster County background.

“I learned a lot from growing up (in Lancaster),” says Hofmeister in a telephone interview from his home in Houston, Texas. “The life of pragmatism that I currently practice has its roots in Lancaster County soil.”

Hosfmeister moved with his family to New Holland in 1955, when he was in second grade. He lived here for 13 years. While attending Kansas State University, he worked summer jobs at New Holland Farm Equipment and H.M. Stauffer in Leola.

In 1996, he and his wife, Karen, reacquainted themselves with the area when they purchased Lime Valley Mill, south of Willow Street.

They restored the gristmill to working condition, expanded the farm, and currently produce and sell “naturally grown” produce, eggs and meats to four area markets

“The farm was a junkyard when we bought it,” Hofmeister explains. “We worked very hard to put the pieces together for the sake of Lancaster County and its history.”

But Hofmeister is only a very part-time farmer and miller. He has spent most of his life working with a variety of industries, winding up as president of Houston-based Shell from 2005 to 2008.

Then he started up Citizens for Affordable Energy – a national organization dedicated to educating citizens and government officials about energy alternatives.
